Under a ruling received some years ago
from Your Lordship's Department it was laid down that lots
of land in extension of existing holdings were not to be
granted without auction unless the lot applied for could
not be sold by itself or in connection with an adjoining
piece of land.

I have the honour to inform Your Lord-
ship that it has been considered that this restriction does
not in all cases work well in practice, and it has been
found necessary to waive certain of the conditions of sale
in favour of the owner of the adjoining lot, in cases
where it was considered that hardship would otherwise be
hampered
inflicted or industrial development transferred. As this
course does not appear to me to be strictly speaking a
sale by Public Auction within the meaning of the instruct-
ions
